Who owns Missouri City Landfill?

What environmental protection systems are in place?

There are many environmental protection systems at Missouri City Landfill.

Engineered Landfill Liner System: The bottom liner designs of the various disposal units vary at the site, however, the entire disposal area is covered by a multi-component, engineered cap.

Final Capping: The closed landfill is covered in an engineered cap that protects surface water from percolating through the landfill and impacting groundwater. The cap is composed of at least two feet of compacted clay, covered by a plastic liner, which is then covered by 1.5-2 feet of soil to support the vegetation.

Storm water Collection: Because the site is fully vegetated, stormwater is managed similarly to local pastures or grassed fields. The site is mowed multiple times per year to maintain a lush stand of grass, with minimal woody vegetation.

Groundwater Monitoring: Missouri City Landfill assesses groundwater with approximately 84 individual groundwater monitoring wells. Groundwater samples are collected and analyzed on a semi-annual basis and reported to the Missouri Department of Natural Resources.

Gas collection: A landfill gas management system collects gas through a series of pipes and approximately 23 gas wells. The system is monitored in accordance with local, state and federal requirements.

Groundwater Collection Systems: Four groundwater collection systems are installed at the site to collect groundwater that is impacted and prevent it from migrating off site.

Water Treatment Plant: An on-site water treatment plant was constructed to treat impacted groundwater that is collected by the groundwater collection systems.

Who permits and inspects the facility?

The facility is currently in post-closure long-term monitoring and maintenance. The Missouri Department of Natural Resources serves as the primary permitting, enforcement and compliance oversight agency.

In addition, the water treatment plant and groundwater collection systems have real time, remote monitoring to evaluate their proper operation.

What happens now that Missouri City Landfill is no longer an active landfill?

Following closure in 1983, a final landfill capping system was installed that consists of a multi-layered engineered cap, which includes a geosynthetic layer, engineered cover soils, and a vegetation layer. The facility is currently being maintained in post-closure care, which includes facility inspections, groundwater monitoring, operation of the groundwater extraction systems, leachate management, and compliance reporting until such time regulators approve the site for final closure.
